Construction begins next week to improve I-95 bridges over CSX Railroad in Caroline County

Starting Monday, Oct. 19, work zone will begin at bridges located at mile marker 103, approximately a mile south of exit 104 (Carmel Church)

FREDERICKSBURG – Construction will begin to improve two Interstate 95 bridges over CSX Railroad in Caroline County next week. The structures are located at mile marker 103, just a mile south of exit 104 (Carmel Church) and two miles from the Hanover County line.

Starting Monday, Oct. 19, the $13.3 million project will begin to make major repairs to the I‑95 northbound and southbound bridges over the railroad tracks. Work will include replacing the bridge decks and repairing bridge beams.

The project will extend the life of the structures, ensuring they remain sound for I-95 travelers and for passenger and freight rail traffic below.

Approximately 111,000 vehicles a day travel on I-95 in this area, with an average of 36 freight trains and 20 passenger trains passing beneath the bridges every day.

Brief travel delays are possible during construction between the Richmond metropolitan area and the Fredericksburg region, especially during the weekday peak commute hours.

During fall 2026, periodic lane closures are expected in the work zone as crews mobilize equipment and materials and build work platforms. During 2027, more travel impacts on I-95 northbound and southbound are anticipated. Future travel impacts for this project will include temporary lane shifts and lane closures for extended periods, and temporary ramp closures.

Most lane closures will be scheduled to avoid peak travel times. Scheduled lane closures for the week ahead will be available each Friday afternoon on VDOT's online News page under News Releases for the Fredericksburg District.

Message boards will be posted to notify drivers of the upcoming work zone.

The project is being funded through the federal Infrastructure and Investment Jobs Act (IIJA).

The project contractor is Martins Construction Corp. of Falls Church.

Construction is expected to be complete in May 2028.
